NEPA 101

Is the National Environmental Policy Act (NEPA) a mystery to you? Have you tried to be part of the process but because you did not follow the right procedures, your comments were disallowed? Carbon County Higher Education Center is offering NEPA 101, a one day seminar designed to help citizens better understand the purposes of NEPA, how industry responds to NEPA regulations and how citizens can most effectively participate in a system that has a genuine impact on their lives.

8:00-9:45 am
Dave Simons, Rawlins Regional BLM Field Office
Dave will discuss the origins of NEPA, the purposes of NEPA and the way the BLM implements the requirements imposed by NEPA.
Mark Northam, Director School of Energy Resources, University of Wyoming
Using maps and charts, Mark will talk about various Wyoming resources and the specific NEPA regulations for each.

10:00-11:45 am
Laura Lindley, recognized expert in natural resource disputes and specializes in public land law. Laura served as the first woman president of Rocky Mountain Mineral Law Foundation.
Laura will discuss the role of industry (e.g., oil and gas, wind, etc.) in the NEPA process and how a project proponent can help the process run more smoothly while maintaining project timelines.
Rita Clark, private citizen and former Coal Mining Environmental Coordinator and Permit Engineer
Rita will talk about how a coal mine ensures compliance with regulations and the interplay between compliance and proper operation of a facility.

12:30-2:00 pm
Ryan Lance, Deputy Chief of Staff for the Governor, State of Wyoming
Ryan will discuss the role of state agencies in enforcing federal NEPA regulations and the intricate lines of communication that must be maintained among industry and multiple levels of governmental agencies. He will also discuss strategies for citizens to write effective letters and to have their voice heard in communications process.
Dustin Bleizeffer, Casper Star Tribune Energy Reporter
Dustin will describe the multiple ways citizens can get involved in the NEPA process and outline strategies for effective communication during the process. He will also talk about sources of accurate information available to citizens and industry alike.
